Downtown Development Authority

Mission Statement:
The Downtown Development Authority (DDA) is to be a leader in helping to fulfill the City of South Haven Municipal Plan; through planning, funding, and development of projects within the DDA District which promote, encourage and contribute to the overall economic growth and development of the community.

Created by Ordinance #632 – August 21, 1980 

Four (4) Year Term-Meets 1st Wednesday each month at noon at City Hall 

The Downtown Development Authority (DDA) consists of nine members: the chief executive officer of the municipality (mayor or mayor-appointed council member); a majority of members with an interest in property located in the DDA District; and not less than one member is a resident of the district. The members are appointed by the mayor with City Council giving consent.

The nine-member board of the Downtown Development Authority (DDA) is charged with providing physical improvements within the district. The improvements are financed by tax increment financing “tax capture” within the district. DDA projects of high priority include general street repair and infrastructure improvements, public restroom improvements, parking expansion, bike trails, and streetscape improvements.

The South Haven Downtown Development Authority has continued to expend funds within 5 years of their receipt. The DDA has expended funds on capital improvements projects as listed above. The major projects for the 2020 year are the completion of the Center Street Improvement Project (including infrastructure) and the construction of the splash pad at Riverfront Park.

DDA Contracts
Lease with the South Haven/Van Buren County Visitors Bureau - The lease agreement is for the use of approximately 527 Sq. Ft. of space in the rear of the building at 546 Phoenix St owned by the CVB. The space is used by ice rink customers for a warming room; to change into skates; and store shoes and other items. The DDA pays $527 annually. The lease is in renewal terms since November 1, 2012.
South Haven Ice Rink Management - The DDA contract is with Spencer Hodgman for management of the South Haven Ice Rink. The contract is in a five-year-renewal period ending at the ice skating season in 2021.
